The way to do it in my opinion is to create a great manufacturing basis, with great jobs where people feel productive. Where even people without much education could go and get a decent job and feel good and productive at the end of the day.
I've never met anyone that likes handouts. Every human being wants to be decent and have a decent life and dignity. Because the handout always has to be taken from some place or from someone.
Communism and socialism always starts small with getting free stuff to the people and then shortly proceeds to the shooting of the people I can tell you from experience. So eventually all the communists and socialists will start shooting people because they don't know how to do anything else.
